Bruce,
I think you'll find that there's a tech alert out for a "hash join" problem. Your first query is using a hash join, the second one does
not. Does the second one return the correct result? If that's your problem then applying the appropriate patch level or turning off hash
joins (DBSCONTROL record) should sort it.
