BusinessObjects has been a very good choice for us. It handles all of the requirements you listed below, and is very easy to deploy and
administer. It is extremely intuitive for ordinary users. (It takes me about 1/2 hour of training to get any user productive with
BusinessObjects adhoc web reporting tool, WebIntelligence.)
It also has a nifty data mining tool that will satisfy ordinary users, but probably fall short of a high-powered business analyst's
expectations. For those folks you probably want to consider SAS or Microstrategy.
In short, BusinessObjects will cover the needs of the vast majority of your users, is low maintenance, and therefore would be a good
choice to deploy across the organization. However, you will probably need to also support a small deployment of a high-powered analysis
tool.
