Why did you find this "The only catch was that the procedure had to be created under a User database (the creator and immediate owner had to be the same) and this user db had to have some perm space."

We set up separate databases for our stored procedures and they are working fine. You do have to separatly grant create/execute/drop procedure rights.

I may be missing something, so I would be interested to understand your experience.
