I agree that unless there is a contractual obligation for the vendor to either create 'clean' data or provide the tools/personnel to
clean the data, fault is irrelevant and time will be wasted trying to find who is at fault. Rule #1 'Don't put dirty data in your DWH'.
Problems with legacy systems should never be brought forward to new systems or technology. It will cost you dearly in the future.
