Is the typical query looking for a month-end date BETWEEN the Effective_From_Date and Effective_To_Date? It sounds like you have a slowly
changing table, and partitioning won't really help (you don't know the value for FROM or TO date), full table scans are the norm. But is this
really slowly changing? Maybe a new table called month-end-snapshot could be created, which could be partitioned.
