If you have proper stats, the optimizer should join TABLE2 and TABLE3 (applying the filter to TABLE2), then hash or product join that result to the large TABLE1 (scanning TABLE1).

Based on your stated indexes, that's the best you can do. Are you asking if adding / changing indexes can help?
