How do you enable query logging on all users to collect the entire SQL ?

     REPLACE QUERY LOGGING LIMIT SQLTEXT=10000 ON ALL;

I have spent now around 1 hour with no success. The querytext in QUERYLOG seems to be limited to 200 regardless of what I try.
