Filter rules are created by your DBA team to prevent "runaway" queries or to restrict some types of work to certain hours.
Contact your DBA to understand the rules and/or for help in reducing the cost of the query.
Filters use the EXPLAIN estimates for things like row count, so collecting statistics may sometimes help.
