In Teradata Database 13.10 and later, the resource usage logging has only one rate, which is the node logging rate, and the Active flags are removed from the ctl screen.

You can set the RSS settings to:

     Node Logging Rate=600
     SPMA=On
     IPMA=Off
     SVPR=On
     IVPR=Off
     SCPU=Off
     SLDV=On
     SHST=Off
     SVDSK=On
     SPDSK=On
     SAWT=On
     SPS=On
     Summarize SPMA=Off
     Summarize IPMA=Off
     Summarize SVPR=Off
     Summarize IVPR=Off
     Summarize SCPU=Off
     Summarize SLDV=Off
     Summarize SHST=Off
     Summarize SVDSK=Off
     Summarize SPDSK=Off
     Summarize SAWT=Off
     Summarize SPS=Off

RSS collection rate and Vproc rate are not used for resource usage logging any more.
