I don't see 'Scratch' pool in my volume. I don't know how tapes are assigned.
In my case I have two volume pools we created 'RED' and 'BLUE'. In your case I think it is 'TERADATA BACKUPS'.
If you double click 'TERADATA BACKUPS' you will see a bunch of tapes. Click once on any tape and right click and you will see 'unfreeze' and 'freeze'.
Another way you can get help is through your company's Netbackup Administrator.
