  The ^_ output from cat -v represents "Control-Underscore" or X'1F'.  


Yes, it does. On Unix/Linux, the true contents of the file can be seen with the "od" command (use -x to see the contents in hexadecimal). On Windows, a small Perl program can be used for that purpose.
