Not exactly. The closest you will come with system tables is the data in DBQLOGTBL. The difference between columns FIRSTSTEPTIME and STARTTIME is normally just the parsing time (should only be a second or two). If the query gets blocked it will show in the difference between these two. However, if a query gets delayed by TASM then it will also show in the difference of these two, so you'll have to exclude the value shown in the DELAYTIME column.
