Roopalini,

Yes you can restrict accesss to portals. In this case restrict access to QUERY MONITOR portal and have others use MY QEIRIES portal. You can find out how to manage Portals in the documentation.

There is also a QUERY GROUPS portal that I suspect might be useful. However, I don't have access to the tool or documentation right now to look into this one.
