Check DBSControl setting RoundHalfwayMagUp=TRUE. A database restart is necessary for a change to this setting to take effect.
But that should only impact 20.68500 / 20.69500 (when the value is EXACTLY half). Rounding 20.68560 should always be 20.69.
Check to be sure the source is not truncating to 3 decimal places.
