You can actually activate a Planned Environment, which can cause TASM to transition to a new State. Through a state transition you have the
opportunity to change the working values of the the rules. With this functionality you should be able to support the changing operating windows
without having to activate new rulesets.
You cannot activate a ruleset using SQL, but I'm not sure that is even necessary. If you set up the state matrix to accommodate the different
operating windows and setting the working values accordingly, you should not need to activate a different ruleset when things change.
