TD 13 on Windows

A user is trying to connect to dev but gets an error. He is attempting this with 13.0.0.8 ODBC driver.

The error is "10061 WSA E ConnFefused: The Teradata server is not accepting connection".

What causes this error and what could be a possible solution?
