I had the very same problem and what the TDGSC told was, it's not just about how many total monitor sessions available in the system BUT how
many available on the PE where the login request end up landing. The monitor session login request is usually directed to a random PE (which
normally accepts 120 sessions) but if all the 4 monitor sessions were to be in use on that PE you will get this error message. I am not sure if
this is fixed in the TD Versions 13 and above releases but true in the earlier versions.
