FALLBACK protection is an availability feature, not a backup feature. When you drop a table, it also drops the FALLBACK copy.

Yes, it's a good idea to make sure you have a backup - and some sort of formal change control / signoff - especially before you drop a Production table.

For Test / Development it depends on the site. You could also RENAME the old table and keep it for some period of time before actually dropping it.
