We can look at this at Logical and Physical levels. At physical level you have 1 sector's 1 block being occupied by that 1 row of data - at logical level ( == the 'Programming 'makes this possible ) its that reason, mentioned in the past . This would permit explaining the fact that several blocks make a sector and a sector need not have just 1 occupied block
