I can never think there is a unique SQL whcih can help you on this... Others, please forgive me in case you think there is a SQL...

But the one and only one way you can clone these objects is the copy...

you will have to create these users. profiles in DEV from PROD by help of any Unix script or mannually...

Make sure you copied all roles, role rights and roles granted to the users. from PROD to DEV.
