I asked the question and received this response from engineering:

"From a [code] standpoint, VARCHAR MVC was part of the ALC feature. This would not be obvious to anyone outside of Teradata, and not all within, so VARCHAR MVC should be documented as a separate feature enabled by No13dot0Backdown."

So it was an oversight due to the complexity of the code changes. My apologies. A DR is written and I'll be updating the 13.10 Release Definition for republication.
