  Why engineering implemented the CREATE VOLATILE/GLOBAL temp tables with the default NOT to preserve rows has always been beyond me - probably a dumb ANSI standard?  


Yes, it is an ANSI standard. The underlying idea seems to be that the volatile table will only be needed during the course of a transaction (i.e. until COMMIT) and thus should be empty when the next transaction begins. I submitted an ER once asking to make ON COMMIT PRESERVE ROWS the default for Teradata mode, but it apparently went nowhere.
