This can be very expensive, as an alternative...if you collect stats on TableX Column Partition for all tables (this is highly recommended post 12.0.3), then you could quickly pull row counts from the catalog's statistical information (Dieter's (uber sql man) code is utilized...check the Teradata forum's 'attachment' listing for ' New version of stats query for TD12.0.3.1/TD13.0.0.21').

Granted, the row counts will only be as accurate as the last time you collect partition stats on the table.
