Prior to TD13.0, Teradata holds a table level write lock on AccessRights for the entire duration of ALTER TABLE DROP column. (Deleting any rows for column level permissions that may have been granted requires a table scan.)

In 13.0 the AccessRights lock is released before modifying the actual table rows.
