Really depends on what's running on your system.
If you have many logons, you may see a difference. Access rights are validated at logon, if there are a lot of 'extra' rights to check and
validate - it'll take longer.
If you do a lot of drop and create tables, they'll take longer (presuming the 'bloated' rights are granted at the database level and
cascade)
