Well, bteq IS a "DOS" (sic) command-line utility. BTEQ can submit SQL, including calling stored procedures.

Teradata stored procedures can NOT "output messages to a logfile". They can return a result set (assuming you are on TD12.0 or later), which BTEQ can EXPORT to a file.
