Joerg,

I don't believe access to TD Dictionary has anything to priority.

I do believe that these could be the case

Your database user that queries have been throttled (Check with the database administrator on the classification rules for this user)

If you are not able to make a connection, I would be little worried (I would probably check AWT status) - I hope your system is not in flow control

If you did make a connection, I would strongly recommend you to use ACCESS Lock modifier when accessing Dictionary (If you use a lot of TPUMPS, there could dictionary contention)
