You currently/ cannot/ grant WITH GRANT OPTION to roles. The author of the Database Administration manual is fixing the publication that erroneously states this is possible.

And I'd also like point Teradata Forum members to the related post from 2006:

that states that granting WITH GRANT OPTION will be possible at a later time.
