One table being smaller does not always mean it will be duplicated. If you have two fairly large tables, teradata won't duplicate either of them as that wouldn't be practical. Instead, it will get the tables to a common ground by redistributing one or both of them... This can also happen if you have not statistics or stale statistics on one of the tables which leads the optimizer to get an inaccurate picture of the tables involved...
