We had this problem with our remote access server. The user is assigned drive C during logon, so the server is assigned drive d. You can't
choose drive to install on during installation of ICU, Teragss, or ODBC, it automatically loads to C. Since C doesn't exist it isn't
installed.
We had to use an older version of ODBC that did allow drive selection during installation. I think 3.03xxx. Our production platform is
V2R6.1.
