You say RPT_MEMBER_UPD table below but the DDL is for "rpt_update_temp" - are you getting confused as to which table has what in it?

The join you run below shows 2910 rows which is exactly what you said was updated. Thus somewhere in the population there is a change in the value you are joining on.

Can you show the SQL you populated the rpt_update_temp from?
