Fpspru70.ocx is the dll that provides the spreadsheet in the Answer and History windows of SQL Assistant and Teradata Administrator (plus various parts of Teradata Manager)

I am not sure what the global hook is used for - probably to pick up any system level changes you might make, such as display settings, or locale changes.
