Has Database Setup been run for Teradata Manager on the DBS that you are trying to monitor. One of the things this does is to create the required tables, Views, Macros used by the Alerts system.

Do you have a Teradata Manager Service monitoring that DBS?

Are both the service and your client copy of Teradata Manager running the same version of the Teradata Manager software?

Has an Alert Policy been created and applied to that DBS.

If the answer to any of these is NO that may be your problem.
