If you click on a blocked session in PMON it will show you the sessions that are blocking it in the 'Blocking' list. (Exactly what is displayed depends on your option settings)

Since Teradata only reports the first 3 blockers you may need to select one of these sessions and use the Lock Info button to follow down the heirachy.

You are correct that a tree would be useful ... but PMON was designed 15 years ago before Tree controls were even available ... And I guess no one thought to change it since.

(That would make a good suggestion for incorporation in Viewpoint when the full PMON functionality is implemented though.)
