Not actually seen the problem but I suspect it has to do with not uninstalling a previous version of ODBC before installing the new one.

The dll it is looking for is terasso.dll which should be in the same directory as the other ODBC dlls. (probably Windows\System32)

For 12.0 this dll should be dated 5/22/07 (I think)

The other dlls (tdata32.dll, etc) may be dated around the start of june, or later if you have a 12.0.x efix installed)

The safest thing is probably to uninstall ODBC and then re-install it - preferably downloading the latest efix version.
