REVOKE Logon ON ALL TO :userid ;

should be

     REVOKE Logon ON ALL FROM :userid ;

This should take care of the second error:

SPL1027:E(L13), Missing/Invalid SQL statement'E(3707):Syntax error, expected something like a name between the 'TO' keyword and...

Maybe the first one will be gone as well. Let's take one step at a time.
