I am looking for the privileges required for granting the index access on a table where I am not the creator/owner of the table as well as NOT using DBC user.

Index privilege is required to collect stats / create index on a table. Index privilege can be granted only at the table level so it does not help if you have all the privileges on the database which owns the table.

Index access can only be granted by the DBC user or the creator of the table.
