Here is a suggestion. I am assuming you use the effective/expiring dates for versioning so that you can go back to the previous version of the record. The best thing to do is move the 'older versions' to a new table and add a Version Start Timestamp to the PK. Keep the PI the same as the current table. Add a version End Timestamp as an attribute.

If you do this, you only need to move the expired record into the Version Table and insert the new row into the current table. I hope that makes sense.
