Martin,
I would try to provide your developers with a copy of production data where it makes sense. It doesn't have to be refreshed daily or even
weekly in many instances. If they are creating new reports against existing data, performance tuning existing queries or making changes to the
data model, then having production data gives them something to validate against. Furthermore, it gives them some volume to work with.
