It is specifying a bad usage of a "keyword"

     > 18:00:42 UTY0014 Bad keyword in the IMPORT command at position 83:
     > Expected "LAYOUT" but found "&{DATE}.txt".

Since DATE is a reserved word, I would first try it using a different name for your input area.
