This is one of the operations I have written about regarding normalizing time zones. Since you have not told us whether or not the time
includes the time zone, I will simply tell you that you do INTERVAL time math to adjust the time by the 5 hours between EST and UTC (Universal
Time Coordinate - old GMT). If it does contine a time zone you normalize using CAST.
