From:   Meade, Cornelius

In the absence of any specific row ordering directives, the physical sequence of the rows in a result set can be influenced by many factors, some of which are unique to the particular vendor architecture. There is little point in going into all the possibilities...suffice it to say that it has been my experience that it is even possible the ordering of rows in a result set may change even on the same system from one execution of the same query to the next under the right set of circumstances. As a result, if your need is for a particular ordering of results, then you should always take care to specify coding which will request/ensure it.
