Alan,

If these ID (security Id) are responsible for user administration, you could do something like this

     GRANT  TO  WITH ADMIN OPTION;

Doing this, Security ID can now administer this role to other ID's. They can also drop this role too.

I am not sure if this is what you are looking for.
