That is only true from the Optimizers perspective.

However, if you collect STATS on an INDEX and the Index is dropped, the statistics are dropped with it.

If you collect Stats on a column(s), that so happens to be an index, if the index is dropped, the column stats stay.

And can be refreshed with out rebuilding an index.
