The base difference between merge and hash join is that the rows need to be sorted in hash order for merge join. Again based on the cost, one of these joins is picked up.

The answer to the exec function failure is due to the access rights. If the user (role) does not have the privileges on syslib, that user can not execute any function from syslib.
