There is an SQL Assistant User Guide which you should be able to access from www.teradata.com (or see the html help file that is installed with the product.)

But in your case you just need to create a text file with one name per line. After switching on Import mode, it will ask you for the import filename when you try to execute the query ... and create one user per name.
