I'm not sure if it helps but I faced the same problem with Cognos and ODBC some years ago, the result was the same, at that time, casting to float prior to reading from Teradata worked out very fine, so maybe this is also for use to you.

Another hint may be to look for a configuration flag, named ?Use Regional Setting for Decimals?

With ODBC there exists (at least existed) such a flag and changing it also worked out fine, I do not know if something similar exists for OLEDB.
