I'm sure someone has a better set of directions, but you can create a profile for a user to access the TM without giving them monitor rights to go directly to the database. We have a half dozen staff that use TM server utilities like DUC, PMON, and Session Information, but they can't connect directly to TD. Only a couple DBA have monitor rights.

I'm sorry I don't remember all the specifics. I know they do need rights to the TD database that contains the server address. Try taking the Monitor rights away from one of the users, have them start TM and PMON and follow the errors to see what minimally they do need.
