I have not used ARC for many years but back in those days the limiting factor was always the tape drives.

I would be suprised if that was not still the case.

Doubling the number of jobs doubles the number of drives - hence your improvement.

(You also questioned the posibility of the mainframe being the bottle neck. In this case it is unlikely, but if you run multiple utilities (like fastload) you can certainly bring your mainframe to its knees if the target is a large Teradata box.)
