First thing I would do is collect stats on LOC_ID on the large table, which from what you say does not appear to have been collected. The fact
that you are getting spool issues implies that it is skewed - otherwise you simply do not have enough spool.
If it is skewed, it implies Loc_ID is not a good distribution. Hopefully stats on this column will tell the optimiser this, and it will
duplicate the small table.
